As the article notes, if you believe your device meets all of the requirements, please Submit a Request and provide:
- The error message you see on Google Play
- Your country
- Your phone carrier (phone company)
- The exact device model found on your System Information screen (or under the battery on some devices). This should be a series of letters and/or numbers. For example, "SPH-L710"
- The brand name of the device. For example, "Samsung Galaxy S3."
