I managed to successfully transfer to PC from PS3 and it went down smoothly. Then when I went online I was dropped into a completely empty server, so I decided to find new sessions but I kept getting thrown into empty lobbies. I restarted my PC and my router and was able to connect to populated lobbies, only to be then either kicked or have EVERYONE in the lobby leave mysteriously. When I tried to find new sessions I started to get messages that said "timed out while connecting to session"or "Failed to find compatible session" every time.
I then booted up Max Payne 3 to see if I had a connection issue and I logged in and played a deathmatch just fine. Then I booted up my PS3 to check on my network status and it listed me as NAT Type 2.
Can someone PLEASE tell me what is going on?

I am having the same issue, except I have never seen another soul in gta online. I would try it on xbox, but I don't have gold anymore. Reinstalling gta now. Tried all the things you listed plus uninstalled AV, flushed DNS, tried going direct to modem, reinstalled social club. Using Steam copy, had game installed to another SSD, this time I'm trying it on my OS SSD.

Im having the same problem on PC, i only get put into empty lobbies, is there any ports that need to be opened to fix this? if so, which?

same here, cant even join my friends session, if i remember correctly, it happened on the consoles as well when the game came out

I am also having this problem all sessions are empty and doesn't matter if i restart my comp/steam is there anyway to do a NAT test or certain ports that need to be open?

I have the same problem, I have tried:
Open ports tcp 80, 443 UDP Ports: 6672, 61455, 61457, 61456, and 61458.
Put myself in DMZ even though i have the firewall disabled on my router.
Disabled the windows firewall.
My friend is playing with other players right now and hasn't configured anything, he has all of the ports closed so it's probably not that.
I can't believe that this is a server issue since my friend can play and this doesn't seem to be a common problem.

I submitted a ticket 7hours ago and still no answer, listening to my friends play together but being unable to do so myself is making me want to kill myself!

I am having this exact same issue. I've looked everywhere for a fix, But nothing seems to fix it. This is not the tutorial issue, that others are having. Last night about an hour before the release I was able to play just fine with others. Now I can not join anything. Thrown into empty sessions. This is not what I waited 2 years for.

**FIX FOUND*!
I was able to solve this problem. It came because I have a MSI GD65 Gaming MOBO with Qualcomm Atheros Killer Network Manager. Even though I swear I had ended the process and it still didn't work, I figured out how to fix it.
In the Applications tab of this program, find all GTA V and Social club entries, turn them from whatever they are (probably Highest (1)) to High (2).
Then under the Advance Tab, I turned Default applications settings to default priority (2- High).
I am unsure if both of those steps are necessary, or the order which I originally did them (may be grayed out if Global Application Control isn't Enabled)
Since I did this, I have been playing with my friends and randoms where before I couldn't join anyone at all.

Having the exact same problem, got the same reply from Steven about submitting a ticket, did then no answer at all, been like 20 hours now. I have thrice over the past 24 hours met anyone else, twice in a lobby, only two of us online, then suddenly disconnected and once during a short job. Never anything more and 95% always alone. The fix that Ralo99 suggested does not work for me.

What about the people that dont have the option to do Ralo's fix? is there any other program that doesn't require that motherboard to use? They need to fix this. I sometimes get into lobbies with a max of 14 people. Then everyone leaves on me shortly after. And any other time, I either cant get into one at all. Or the ones I get into are empty, or only have like 3-4 people in it. I have tried a DNS flush, opening DMZ to my PC, forwarding the ports on their own, resetting my modem and just about everything else. Getting sick of this...

UPDATE!
Ive figured something out, after searching around for a while and repeatedly trying to port forward, I found a few guys that were willing to talk to me. Everyone having the same problem. Either get into dead lobbies, or get into lobbies with a decent amount of people then everyone leaves at the same time, or you only get into a lobby with about 4-5 people tops. And everyone that I ran into in those 4-5 people lobbies told me that they had comcast xfinity as an internet provider, which is what I use. So this seems to be a problem with Rockstar and Comcast alike. Not sure if this helps but there ya go, correct me if im wrong but most of you here have comcast, correct?

Okay so i just tried logging out then back in to social club, via the social club screen that appears before the game starts. This seems to have fixed it for me.

When i ran the game on the 3G of my phone everything seemed to work fine. I then connected to my regular network, when i was promted to login again. For a while everything seemed fine, but i just got the ''timed out'' message again. It seems like it has something to do with the internet providers.

Thought so, what provider you using? I just tried calling comcast because of the port problems and they said that there shouldnt be any issue. So this is leaning more towards Rockstars side. Some sort of ISP compatibility issue or something. Ill try using my phone's connection, thanks bud.

I live in Norway so i have a different provider. I tried calling them aswell but they said the same thing. Let me know if it works on your phone's network. Might be something to it.

I tried it, and I also tried an external router from my modem which has the router built inside of it, so a separate wifi network and that fixed the problem. Not sure if everyone has access to that though.

You sir, are amazing.

This fixed the issue for me, its caused by network driver/program setting up LSP in my case:
Go to command Prompt -
(Win 7/Vista) - START/ALL PROGRAMS/ACCESSORIES, right mouse click "Command Prompt", choose "Run as Administrator".
(Win XP SP2 n above) - START/ALL PROGRAMS/ACCESSORIES/Command Prompt
In the "Command Prompt" screen, type in
netsh winsock reset
Hit "ENTER" key
Restart your computer.
If you do get a prompt after restart windows to remap LSP, just click NO.
