Answer: With the release of Grand Theft Auto IV: Complete Edition, copies of Grand Theft Auto: Episodes of Liberty City will be upgraded to Grand Theft Auto IV: Complete Edition when installed.
To install and upgrade your games, follow the steps below based on whether you have previously activated your disc through Games for Windows Live.
For both processes, you will need to install the Rockstar Games Launcher and have a valid Activation Code, obtainable either from the back of the game manual or from within the Steam launcher.
For copies not activated through Games for Windows Live
Games not previously activated using Games for Windows Live will be able to use the Activation Code on the back of the game manual to activate and upgrade to Grand Theft Auto IV: Complete Edition through the Rockstar Games Launcher:
Download and install the Rockstar Games Launcher: https://socialclub.rockstargames.com/rockstar-games-launcher
Sign in with your Rockstar Games account
Select your Avatar in the top right of the window
Select Redeem Code
Enter your Rockstar Activation Code into the field and select Check
For copies activated through Games for Windows Live
Games previously activated using Games for Windows Live can be activated after linking your Rockstar Games account to your Steam account. This process takes the place of linking Rockstar Games accounts to Games for Windows Live.
