Not being able to change outfits near the end of the game

Question: I think I am near the end of the story and I can no longer change outfits. The button prompt does not appear in camp or while at a safehouse. What happened?

Answer: John Marston is unable to change outfits for a portion of the game near the end of the single-player story. Without giving away any spoilers, this is as designed and part of the plot. 

To regain the ability to change outfits in camp or while at a safehouse, continue playing through the story missions and the outfit-switching feature will open back up.
