Reduced Framerate in GTAV on PC While Using AMD Radeon 4000 Series Video Cards

Question: I use a video card from the AMD Radeon 4000 series, and I noticed that I do not get optimal framerate or performance out of GTAV on PC. Is there an updated driver I can download and use for GTAV?
