Grand Theft Auto Online Files Could Not Be Downloaded on PS4

Question: What can I do about the following error when trying to launch GTA Online?
- Files required to play GTA Online could not be downloaded from the Rockstar Games Service. Please return to Grand Theft Auto V and try again later. 
Answer: This error occurs whenever there is a communication issue between Rockstar Games Services and your connection’s IP address.
To resolve this error, try the following methods:
Check your network connection and Rockstar Games Service availability
- Check to make sure your internet connection is working properly 
- Check the Rockstar Games Service Status for server outages or scheduled maintenance: 
Reset your network router
You can reset your router by unplugging it and leaving it unplugged for about 10 minutes. Restart the game client and check to see if your issue is resolved.
Clear your cache
- Turn off your console 
- Unplug your console from its power source 
- Wait two minutes 
- Plug the power cable back into its power source 
- Turn your console back on 
Change your Domain Name Servers (DNS)
- Open the Home Screen 
- Go to Settings 
- Select Network 
- Select Set Up Internet Connection 
- Select either Wi-Fi or LAN (depending on what you use to connect) 
- Select Custom 
- For IP Address Settings, select Automatic 
- For DHCP Host Name, select Do Not Specify 
- For DNS Settings, select Manual 
- Enter the following DNS addresses in their respective field: 
- For MTU settings, select Automatic 
- For Proxy Server, select Do Not Use
