Inability to bypass certain cutscenes in Max Payne 3

Question: Sometimes when I press A during a cutscene, instead of bypassing it the words "Still Loading" appear in the lower right.  How can I bypass this?

Answer: During some vital story moments, and when data for a level is still loading at the start of a stage, it is not possible to bypass the cutscene.  You will see the words "Still Loading" when it is not possible to bypass a cutscene by pressing A.  To ensure as cinematic an experience as possible with as little in-stage loading as possible, it is necessary to watch these cut scenes while the level loads.
