Grand Theft Auto Online Files Could Not Be Downloaded on PC

Question: What can I do about the following error when trying to launch GTA Online?
Files required to play GTA Online could not be downloaded from the Rockstar Games Service. Please return to Grand Theft Auto V and try again later.
Answer: This error occurs whenever there is a communication issue between Rockstar Games Services and your connection’s IP address.
To resolve this error, try the following methods:
Check your network connection and Rockstar Games Service availability
Check to make sure your internet connection is working properly
Check the Rockstar Games Service Status for server outages or scheduled maintenance:
Reset your network router
You can reset your router by unplugging it and leaving it unplugged for about 10 minutes. Restart the game client and check to see if your issue is resolved.
Change your Domain Name Servers (DNS)
Go to Settings
Click Network and Internet
Under Advanced network settings, click on Change adapter options
Right-click on your Wi-Fi or Ethernet connection, depending on which you are currently using, then select Properties
Select Internet Protocol Version 4 (TCP/IPv4) and make sure the box is checked
Click Properties
Select Use the following DNS server
Enter the following DNS addresses in their respective text box:
Preferred DNS server: 8.8.8.8
Alternate DNS server: 8.8.4.4
Select Validate settings upon exit
Click OK
Select Internet Protocol Version 6 (TCP/IPv6) and make sure the box is checked
Click Properties
Enter the following DNS addresses in their respective text box:
Preferred DNS server: 2001:4860:4860::8888
Alternate DNS server: 2001:4860:4860::8844
Select Validate settings upon exit
Click OK
Temporarily Disable your firewall or antivirus protection
