"Failed to create d3d resource" error at boot for L.A. Noire on PC

Question: Whenever I try to boot L.A. Noire an error message appears saying: "Failed to create d3d resource. Please restart your computer." How can I fix this?
Answer: If you are experiencing an error message that states that the game failed to create the d3d resource:

Make sure that all of the sofware prerequisites (especially DirectX) are installed and updated: http://support.rockstargames.com/entries/20611641-net-c-directx-nothing-happening-after-pressing-launch-in-l-a-noire
Try try the command line "-windowed" in the bottom for the Launcher Options screen to see if the game will launch in a window.
