"Failed to create d3d resource" error at boot for L.A. Noire on PC

Question: Whenever I try to boot L.A. Noire an error message appears saying: "Failed to create d3d resource. Please restart your computer."  How can I fix this?

Answer: If you are experiencing an error message that states that the game failed to create the d3d resource:

• Make sure that you have downloaded the latest drivers for your graphics card.

• Make sure that all of the software prerequisites (especially DirectX) are installed and updated

• Try try the command line "-windowed" in the bottom for the Launcher Options screen to see if the game will launch in a window.
