Answer: Custom soundtracks in the iOS version of of Vice City can be found on the radio station "Tape Deck."

Set up a playlist in iTunes called "VICECITY" (without quotes) and then sync it with your iOS tablet or phone.  The game will refer to this playlist whenever you have your radio station in the car set to "Tape Deck."
