Answer: This error occurs when you are experiencing network connectivity problems. Below are some steps that may resolve the issue.
Check your network connection and Rockstar Games Service availability
Check to make sure your internet connection is working properly
Check the Rockstar Games Service Status for server outages or scheduled maintenance:
Reset your network router
You can reset your router by unplugging it and leaving it unplugged for about 10 minutes. Restart the game client and check to see if your issue is resolved.
Check your internet connection speed
Use an online speed test to measure your connection speed (e.g. https://www.speedtest.net/). Below are good targets for minimum upload and download speeds:
Download Speed: 7.5 Mbps
Upload Speed (recommended): 1 Mbps
Upload Speed (minimum): .5 Mbps
Note: If you are on a wireless connection and still having issues, try a wired connection.
Check your open network ports
The Xbox network requires the following ports to be open:

Change your Domain Name Servers (DNS)
Open the guide by pressing the Xbox button on your controller
Move right to the System tab
Select Settings
Select Network
Select Network settings
Select Advanced settings
Make sure to write down your existing DNS servers from this screen
Select DNS settings
Select Manual
Enter the following DNS servers:
If using IPv4:
Primary DNS: 8.8.8.8
Secondary DNS: 8.8.4.4
If using IPv6:
Primary DNS: 2001:4860:4860::8888
Secondary DNS: 2001:4860:4860::8844
Clear your system cache

To clear your console’s cache, try the following steps:
Press and hold the power button on the front of the console until the Xbox One completely shuts down

Plug the power brick back into your Xbox One and turn it on
