Question: Why didn’t Scrap 4 of the Savvy Merchant Outfit unlock after I killed 20 people?

Answer: Unlocking Scrap 4 of the Savvy Merchant Outfit requires that you execute 20 people. Normal killings do not count toward the unlock.

Executions occur when you press the trigger button as close to an enemy as possible. You will know you have performed an execution if a short cutscene plays.
