Question: Why can’t I publish Mission content in the Grand Theft Auto Online Mission Creator?
Answer: Players who have previously violated Rockstar Games Community Guidelines or Terms of Service will temporarily be unable to access the Mission Creator in Grand Theft Auto Online. Any player violations using Mission Creator may result in suspensions and bans.
