Run button not working in Max Payne 3 during Favela stage

Question: I am playing Max Payne 3 and I'm up to the level where I have to go to a street party on the streets of a favela in Brazil.  The run button stopped working and Max continues to move slowly even when pushing the left analog stick all the way forward and holding the A button.  What is going on?

Answer: During certain parts of the story, Max may only be able to walk and running controls will be disabled.  This may happen when you are a few feet away from a checkpoint, during certain interactive sequences, and in cases like the street party where Max is walking to blend in with his surroundings and explore.
