DLC not downloading or not showing up on PC version of Max Payne 3

Question: The Downloadable Content Screen in the in-game store says "Press Enter to Download," but when I press enter the back doesn't download, and there is no checkmark next to the pack when I go back to the store.  How can I get the DLC?

Question: I have purchased additional content for Max Payne 3 PC, but when I attempt to download DLC from the in-game store, I am told to restart the game.  After restarting, the content still is not there, and I am told to restart again.  How do I install my activated DLC?

Answer: Here are some possible fixes for DLC not downloading, or not showing up as having been downloaded after rebooting:

1. Make sure permissions are set properly for the DLC folder.  First, ensure you are logged into Windows as an Administrator.  Navigate to the Max Payne 3 installation directory.  For most users, this will be C:\Program Files (x86)\Rockstar Games\Max Payne 3\  

Search for the DLC folder.  Right-click on the DLC folder, and select properties. On the general tab, you should see a check box for "Read-only."  Click the box until read-only has a check mark, and click  "Apply".  Then, click the box again until Read-only is unchecked, and click Apply again.

Once the Read-only box is empty, click OK.

Relaunch Max Payne 3, and download the content one last time.  You may need to restart the game one more time, but the content should now install correctly and should be available on subsequent launches.

2. Run the game in compatibility mode for your Windows OS.  To do this, right-click the game icon and click Properties->Compatibility.  Set the compatibility mode for the version of Windows you are using.  You may also need to set Steam as well, if it is set for a version of Windows other than the one you have installed.

3. Run as administrator.Prior to Windows 8, right-click the game icon and choose Run as Administrator.  In Windows 8, note that this option may only appear when you are right-clicking on a shortcut on the desktop (not the Start menu).  To run as administrator without using a shortcut, go to the Metro Start screen and type the name of the program to find it in the Applications list.  Right-click on the program name and click on Advanced; then select Run as Administrator.

5. Open Ports & Troubleshoot Connectivity: Sometimes these issues can be caused by failure to read from our Cloud servers due to an Internet issue.  Symptoms would be: tuned values not taking effect (http://support.rockstargames.com/entries/21476007--Updated-7-23-12-...), DLC entitlement not showing up correctly, Social Club masks not showing up, XP modifiers not working during events, etc.  For directions to improve connectivity, see: http://support.rockstargames.com/entries/21423582-Max-Payne-3-Conne...
